The Stewart Street site is a vacant brownfield area located between Stewart Street, East Bridge Street and Lanyon Place Station, on the edge of the Markets area in inner South Belfast.
In March 2016, planning application LA04/2016/0559/F was submitted by Kilmona Property Ltd for a £55 million commercial scheme including a 14-storey office tower, a 10-storey block and two 3-storey buildings. In May 2018, the High Court quashed the approval following a judicial review. The court found that Belfast City Council had relied on the draft Belfast Metropolitan Area Plan (BMAP) rather than the statutory Belfast Urban Area Plan (BUAP), and failed to consider recommendations that the site be zoned for social housing.
A revised application was submitted in 2020, but was refused by the council’s Planning Committee in November 2020 after 856 objections were received.
In April 2023, the Department for Communities acquired the site for housing-led regeneration. Proposals are being developed for mixed-tenure housing and community use, in line with the Market Development Association’s regeneration plans and the Tunnels Project, which aims to reconnect the Markets area to the city centre through improved pedestrian access and active travel links.
